Russia’s Foreign Ministry on Thursday declared two U.S. diplomats \u201cpersona non grata” and ordered them to leave the country within seven days as they were allegedly involved in \u201cillegal activity.\u201d<\/p>\n
The ministry charged in a statement that the first secretary at the U.S. Embassy in Russia, Jeffrey Sillin, and the second secretary, David Bernstein, \u201ckept in touch\u201d with a former employee of the U.S. Consulate in Vladivostok who was arrested earlier this year. The ex-employee was accused of collecting information for U.S. diplomats about Russia\u2019s military action in Ukraine and related issues.<\/p>\n
According to the statement, U.S. Ambassador to Russia Lynne Tracy was summoned to the ministry on Thursday and informed that Sillin and Bernstein were being expelled.<\/p>\n
\u201cIt was also emphasized that illegal activities of the U.S. diplomatic mission, including interference in the internal affairs of the host country, are unacceptable and will be resolutely suppressed. The Russian side expects Washington to draw the right conclusions and refrain from confrontational steps,\u201d the statement said.<\/p>\n
State Department spokesman Matthew Miller, speaking to reporters in Washington said: \u201cYet again, Russia has chosen confrontation and escalation over constructive diplomatic engagement. It continues to harass employees of our embassy, just as it continues to intimidate its own citizens. We regret that Russia has taken this path and you can certainly expect that we will respond appropriately to their actions.\u201d<\/p>\n
In a statement, the U.S. Embassy in Moscow confirmed that the Russian Foreign Ministry informed the U.S. Ambassador Thursday of the decision to target the diplomats and said the U.S. government will “respond appropriately.”<\/p>\n
The embassy said it “completely” rejects the reason for the \u201cunprovoked expulsion\u201d of the diplomats and said it condemned the Russian government’s \u201congoing attempts to intimidate and harass U.S. Embassy employees.\u201d<\/p>\n
Russia\u2019s Federal Security Service, or FSB, the main domestic security agency, reported the arrest of Robert Shonov, a former employee of the U.S. Consulate in Vladivostok, last month. Shonov was accused of \u201cgathering information about the special military operation, mobilization processes in Russian regions, problems and the assessment of their influence on protest activities of the population in the runup to the 2024 presidential election.\u201d<\/p>\n
The “special military operation” is Moscow’s preferred term to describe the fighting in Ukraine.
\nThe FSB, the successor to the KGB, also said it served summonses to question two U.S. diplomats who allegedly instructed Shonov to collect the information. Russia’s state newspaper Rossiyskaya Gazeta cited the FSB spokespeople as saying that those diplomats were Sillin and Bernstein.<\/p>\n
Shonov\u2019s arrest was first reported in May, but Russian authorities provided no details at the time. The U.S. State Department condemned his arrest, saying the allegations against Shonov were \u201cwholly without merit.\u201d<\/p>\n
Shonov was charged under a new article of Russian law that criminalizes \u201ccooperation on a confidential basis with a foreign state, international or foreign organization to assist their activities clearly aimed against Russia\u2019s security.\u201d Kremlin critics have said the formulation is so broad it can be used to punish any Russian who has foreign connections. It carries a prison sentence of up to eight years.<\/p>\n
In its latest statement, the State Department said the use of the \u201cconfidential cooperation\u201d law against Shonov \u201chighlights the increasingly repressive actions the Russian government is taking against its own citizens.\u201d<\/p>\n
The State Department has said Shonov worked at the U.S. consulate in Vladivostok for more than 25 years. The consulate closed in 2020 because of the COVID-19 pandemic and never reopened.<\/p>\n
